The rebuild of the Shirley Community Centre has been pushed back two years, a victim of the city council’s rebuild shake-up. Last week, the city council announced that it would delay many projects, including the rebuild of the centre, in a bid to spread cost and resource across a more realistic time frame. The centre, which was on Shirley Rd, was demolished in

October 2012 due to earthquake damage and was expected to be reopened late this year. But now its construction has been pushed out to 2018. Before the February 22, 2011, earthquake it was a busy community hub, that housed several organisations. Shirley-Papanui Community Board chairman Mike Davidson said the delay was not acceptable and the board would make a submission to the city council draft annual plan, to convince

them the project should go ahead as planned. He said the board was not aware that construction had been delayed for two years. “Shirley has been very badly affected by the earthquakes . . . I hope the project has not been pushed out just so other projects around the city can go ahead,� he said. Shirley Community Trust support worker Ian Dunbar said the area had been depleted of community centres making it

hard for some groups to continue. “Either these groups attempt to relocate or the fold,� he said. Mr Dunbar said a lot of work had gone into rebuilding a community bond now the facilities need to be built to continue that good work. New rules for boarding houses Plan change could ‘tidy up’ standards of living for renters GEORGIA O’CONNOR-HARDING

A RESOURCE consent will now be required before a boarding house can be established, in a bid to stop landlords cramming more people into a houses. This means a city council will consider a range of factors before granting a consent including: the scale of activity, the impact on the residential character, traffic generation and access safety. Before then, boarding houses were not required to meet this criteria. After the February 22, 2011, earthquake, accommodation in the city was at a premium, with overcrowding, and some landlords renting space in garages, or renting out a room to several people. The new definition means the council will investigate the living

conditions of a house if a complaint is received. Mike Pero Real Estate franchise and territory owner Sonia Tafilapepe said while it won’t affect the market, it will affect the people who are not running the boarding houses properly. “They won’t be able to on-sell something that doesn’t have the consent.” She said the changes to the city plan should hopefully “tidy up” the standards of living for people in boarding houses. Meanwhile, figures show from the latest Trade Me Property Rental Price Index report in January 2016 that Christchurch is one of the few places in the country that is decreasing in the demand for renting properties. BUS LANES APPROVED The Shirley-Papanui Community Board has recommended to the city council’s infrastructure, transport and environment committee the installation of a special vehicle lane for the use of southbound buses and cycles on the east side of Main North Rd at the intersection with Link Rd. The new lane will allow buses to get a jump start on traffic at the intersection. WORK DELAYED Work to relay a section of earthquake damaged wastewater mainline on Warrington St, near the Forfar St intersection in Mairehau was due to start on March 23. Due to a change in the construction programme, this work has now been delayed until Wednesday.

KIND SOUL: Year 7 Rangi Ruru Girls’ School student Evee Insley has been working on a school project called ‘generosity of spirit’ where they had to complete random acts of kindness. Evee chose to help out the Christchurch City Mission for one of her acts. She purchased Easter eggs with money she has saved over this year and she delivered them to the mission to be given out to people coming into receive food parcels this week. A City Mission spokesperson said it is amazing to see the generosity and willingness of younger people wanting to help others.

NOISE COMPLAINTS A Merivale resident has spoken to the Fendalton-Waimairi Community Board regarding her concerns of excessive noise from neighbouring construction sites. She noted that no infringement notices had been issued to the contractors or subcontractors working on the site so far. The board has requested staff to consider a public information/awareness raising campaign to assist residents facing similar circumstances.

Mighty Max For my next article, I want to share a story about one gutsy, determined little 14 year old schnauzer “Max“ and his wonderful family who loved him with all their hearts. It was obvious Max was a very integral, valued member of their family and they turned to us for help. They weren’t ready to let him go, but he was 14 and often it can be a hard decision to decide when is “the right time” to let go! My initial job was to do preliminary testing urgently, stabilise and support Max and provide pain medication, until we had a grip on his problem list….which by the way was quite extensive. Max presented to me in a very bad way. He appeared to have acutely gone down hill and when I saw him he was completely off his legs, unable to stand, not having eaten that morning and he looked as though we could lose him if we didn’t act quickly. He was immediately admitted, placed on intravenous fluids and pain medications and a series of blood tests run. One of our nurses was stationed with Max all day, constantly monitoring and medicating him, repositioning and toileting Max. Max was sick and required 24 hour care – in fact 24 hour care continued for a week and after each day with us, he was transferred to the After Hours clinic through the night. These sick patients deserve 1 on 1 care with an individualised hospital plan. As vets, all 5 of us were involved in this case. Max’s diagnoses list was large. 1.

We found a splenic tumour on ultrasound that required major abdominal surgery to remove it in case it ruptured.

2.

He had severe inflammation/ infection of unknown origin (possibly pancreatitis or discospondylosis) which finally responded to intravenous antibiotics.

3.

He had severe blood loss anemia which was a complication of chronic illness. It responded to treatment for stomach ulcers, which he may have had.

4.

Severe abdominal pain that didn’t initially respond to medications – either referred spinal pain or true abdominal pain which resolved as the infection/ inflammation subsided.

5.

All 4 legs were weak and he was incoordinated and couldn’t stand or walk for days, maybe again as a result of infection/ inflammation.

Last week we had what felt like a last hurrah and farewell from summer with some 30 deg C days. While we can’t be sure there won’t be some more, each week as autumn progresses the prospect becomes more remote. A couple of weeks ago I mentioned the timeliness of having electric blankets checked out and this is a good time for those fortunate amongst us to still be using fireplaces to have the flu or chimney cleaned. It’s a regular occurrence each year for fire crews to be turned out on the first really cold evening to chimney fires. Don’t be embarrassed. The arson fires widely reported in the media in Parklands this week need solving. Because the actions of the

offender are truly frightening. It’s one thing to light bins, skips or scrub. It’s another to set fire to houses when the occupants are asleep inside. Smoke alarms, smoke alarms, smoke alarms. This, and making sure your home is secure are the main defences you have against this person. Use them. The occupant of a house in Northwood had a fortuitous escape last Saturday when they woke up in the morning to the smell of gas and found the kitchen and dining room reeking. Somehow she had left the gas on. Amazingly, leaking away and mixing with air the resultant gas cloud did not find an ignition source. What could have been a tragedy finished with St Albans crew opening doors and windows to clear the house. That’s a lucky escape.

This sad, frustrating, and at times stressful case pushed us, as vets and intensive care nurses caring for Max, to our limits BUT the rewards were HUGE. We witnessed a courageous, spirited, stoic and very brave little dog trot on out of our clinic eventually, like nothing the previous week had even happened. It was a moment we will never forget. It just wasn’t Max’s time for the “next chapter” in his life – he knew it all along and we came to realise it. Max’s family support couldn’t have been stronger. Everyone in the family was involved in transporting him to the afterhours over night, visiting constantly, medicating and helping him recuperate. They showed him unconditional love and he showed them his “fight” for life. As Ange aptly puts it, ”Max is in better health now than we have seen for months. We are thrilled, his illness fooled us into thinking he was in the “Departure lounge” of life!!”

Red Puppy Appeal under way They are known as man’s best friend – but for some people, they can be so much more. The Blind Foundation’s Red Puppy street appeal, which raises money for breeding and training guide dogs, is taking place on Friday and Saturday. The dogs give people who are blind or have low vision the confidence to live an independent life, including carrying out everyday tasks such as catching the bus, crossing the road, or going to work. Glenys Lintott became a puppy walker because her son Carl is deaf/blind. He now has his second guide dog, Umar. “We’re doing it because we want to enable someone else to live as independently as Carl does.” She has been looking after puppy Vesper, who arrived last April and was one of the first two puppies sent to Christchurch after the February 2011 earthquake. However, having a nine-weekold puppy in the house was a world away from the trained guide dogs the family was used to. “We’re really pleased we did it

THREE HURT IN CRASHES

Three people were taken to hospital after three separate crashes on March 21. A woman in her 50s was taken to Christchurch Hospital with moderate injuries after a car crash on Innes Rd. St John sent an ambulance to the scene near Rugby Park around 4.20pm. Three people were assessed. St John also responded to a crash between a car and motor-cycle at the intersection of Hawthorne St and Papanui Rd at around 6pm. A woman in her 20s was taken to hospital with moderate injuries. A third woman in her 60s was taken to hospital after the car she was driving hit a parked car on Strowan Rd.

A woman was taken to Christchurch Hospital with minor injuries after hitting a parked car in Merivale last Tuesday. St John sent an ambulance to the intersection of Harper Tce and Park Tce around 8.30pm.

Selwyn House School students have been collecting food for community donation as part of their annual Harvest Festival. Cotswold School pupils ventured along to The Groynes dressed as bugs to immerse themselves in the wonders of nature to start their next inquiry unit about ‘Minibeasts’. Among some of the exciting activities, the students went bug hunting and made friends with a tree. Using magnifying glasses and other tools, they looked for birds, plants and insects in the park. “I found two bugs – a spider and a wood beetle. We used a magnifying glass,” six-year-

old Andrew Moriarty said. “We talked about trees. I learned that they help us to breathe,” six-year-old Brayden Gardiner said. A Cotswold School spokeswoman said: “The children thoroughly enjoyed looking for bugs in their natural habitats and learning about the importance of preservation,” she said. Other junior school classes will also go on the city council trips the The Groynes this term as there are a variety of programmes available to support scientific learning.

A physical education class will be undertaking their biggest challenge yet with a fundraising run from Burnside High School to Akaroa. The year 13 sports leadership class is running to Akaroa in a bid to raise money for breast cancer and prostate cancer. The goal is to raise $5,000 with the class split in half to raise money for the two foundations. Physical education teacher Sam Ryburn said the fundraiser is based around a NCEA unit where students are required to contribute to a team or group that has an objective. The students will be running in relays for the event. Mr Ryburn said the students will have to run a minimum of 14km each but if they do over and above it will go towards their charity. He said he hopes the school may be able to hold a mufti

day for the event. “It’s a big school. We have got about 2500 students. So a dollar each. It’s a good start towards our fundraising.” Year 13 student Hannah Grant said some people in the class are running for members of their family who have had cancer. She said the breast cancer society recently contacted the class giving them ribbons and posters to put up in their classroom. “It is a great way to support the charities,” she said. Furious fundraising is in store for Fendalton Open Air School as they try to generate enough money to repair its swimming pool. The pool was damaged in the February 22, 2011 earthquake and has been sitting broken ever since – something the school desperately wants to change. So far around $390,000 has been raised towards the rebuild, over $10,000 has been raised on their givealittle page. Board of Trustees chairwoman Emily Flaszynski said their pool would really benefit the Burnside school cluster – a collection of five primary schools, a high school and a couple of early learning centres. “We could service all those school’s pool needs,” she said. Now Fendalton have around half the money needed to start rebuilding the pool they have started with the detailed design process which should be complete in six week’s time. The value you’ll provide will be at cost, but if you have items that are hanging around that are worth significantly less then get rid of them. It’s a good excuse to have an end of financial year sale. Write-off money you’re not going to receive: Got a few problem clients whom you’re unlikely to receive funds from and you’ve tried everything short of begging them for the money? You might want to consider writing the debt off. If it’s in the 120-day-and over column and you’re

not even getting any small payments, the likelihood of getting paid is zero. To ensure you don’t pay tax on money you’re unlikely to receive, you need to write them off out of your ledger before March 31, 2016. YOUR KIWISAVER I have recently inherited $50,000 from a favourite aunt who passed away. At age 62 I am still working fulltime. I have paid off the mortgage on my home. I am wondering what I should do with this unexpected windfall. I have thought about putting it towards a rental property, but I have been reading about the risk of P labs and the cost of decontamination and that’s giving me cold feet. I have also been thinking about putting the money into my KiwiSaver account for my retirement, but I read Michael Cullen’s comments that some of my savings could be taken by the Government and now I’m not so sure. What should I do? I will start first with the ideas put forward by former Finance Minister Sir Michael Cullen recently. Sir Michael suggested that KiwiSaver be made compulsory with a clawback tax of 10 per cent on payout, paid into the New Zealand Super Fund. To put this in context, these comments were made in a speech at a Grey Power meeting in Napier last week, attended by about 200 people. Sir Michael (he

was knighted in 2012) has not been in Government since November 2008 when Labour lost the general election. When the current or any future Government revisits the problem of funding our retirement needs in years to come they will no doubt consult widely, but they may not seek the opinion of a retired politician no matter how eminent. The KiwiSaver Scheme is regulated by the KiwiSaver Act 2006. The Government is able to make changes to the scheme, but they must follow the appropriate process. They would also be mindful that too many changes would result in a loss of confidence. Building the financial capability and confidence of New Zealanders is a priority for the Government and KiwiSaver is a key component. Any changes to KiwiSaver

have to be carefully considered. Currently money going into KiwiSaver has already been taxed, investment income and some capital gains are taxed, but any withdrawals are tax-free. Once the money has gone into your KiwiSaver account it belongs to you, and if you were to turn 65 tomorrow you could apply to withdraw it all. Yes, the Government can make changes to the KiwiSaver Act, but it is unlikely to make changes that would upset a large number of the voting public. Should you invest your inheritance in a rental property? P contamination has been in the news lately, with the problem described as a potential rival to the leaky homes crisis. Prospective owners can get homes tested before they buy, but future P use by tenants, and of course P manufacture, would result in contamination. The

cost of clean-up apparently starts at $1000 rising to a several hundred thousand if a P lab is involved. Wall coverings, furnishings and curtains may all need to be replaced. The risk of P contamination is only one factor when looking to invest in property, but for many people property investing has been an interesting and financially rewarding experience. Do your sums and talk to your local Property Investors Association, they are ready to help anyone thinking of becoming a landlord. You could also consider getting personalised advice from an Authorised Financial Adviser to help you make the right decision for you. lood Pressure is an indicator of cardiovascular as well as overall health. Healthy blood flow is vital for a healthy body as the blood plasma transports nutrients, hormones, metabolic waste, oxygen and CO2 throughout the body. An area in the brain keeps check on blood flow to ensure health of all cells and the organs they make up. If blood flow is reduced, the brain will try to normalise blood flow by adjusting the heart strength, frequency (pulse rate) as well as the width of blood vessels all via the nervous system. The diastolic blood pressure (the lower figure) is the pressure in the arteries between beats and ideally at rest, this should be between 60 and 70. It has been found in around 90 per cent of cases, high blood pressure is caused by an increase in the resistance to blood flow in the
